I just have a second thought: if pkg-php-tools is improved in order to
ease the build of this -channels package, we may introduce a loop at
bootstrap:

  -channels Build-Depends on pkg-php-tools that Depends on -channels

Maybe it could be worked-around as #709557 was (debhelper Build-Depends
on po4a that Build-Depends on debhelper), but we may have to think twice
before adding such a loop.
