[pkg-php-pear] Let's reconsider the way Symfony2 Components are packaged for Debian

I counted 28 components, (plus 4 security components that seem to be split
from the Security component anyway), 6 bridges and 4 bundles.

We may have dropped those bridges and bundles if we didn’t need them right
now, but at least two are already needed according to #748834 (only
bridges and bundles may require new non-Symfony dependencies, and
components at worst suggest some bridges or bundles).

I’ll start working on php-monolog (#726276) as needed by monolog-bridge,
but would welcome an overview of the things to do (maybe via a wiki page),
in order to eventually order them by importance or easiness and offer a
possibility to share the load with other people willing to help.
