[pkg-php-pear] Let's reconsider the way Symfony2 Components are packaged for Debian

Great! I like the idea of having a wiki page and just started one:
https://wiki.debian.org/PHP/SymfonyComponents

It's pretty much a clone of what I found on wiki.d.o for PHPUnit. It's
incomplete and only lists what's found in composer.json of
symfony/symfony, but at least it is a start.
