I think the upgrade to 2.3.20 of src:symfony is ready. I have tested it
and all looks fine to me. In my opinion it could be uploaded any time. I
thus just dropped the SNAPSHOT release version from d/changelog and
changed the version to 2.3.20+dfsg-1 (but not set a tag, since it was
not uploaded, yet).

I checked the whole v2.3.19..v2.3.20 changeset when I was updating the
Debian package. From what I saw in there:
A lot of the changes are actually just code formating without any change
to the program logic itself (thank fabbot.io for that). The rest looks
plausible (as it should, since it only is a patch/bugfix release).

Sounds pretty good to me. Only some small changes to the third part:

If you believe you won’t be able to review src:symfony in time for the
freeze, please let us know: upstream in the meantime released 2.3.20,
and we’d thus like to upload up-to-date packages before the freeze. If
you can let src:symfony 2.3.19 threw, that’s fine, and we’ll then upload
a 2.3.20 version (ready in Git) after that. If not, we’ll update the
seven standalone php-symfony-* packages ASAP, but we will also need to
update src:symfony to 2.3.20 in NEW to keep the upgrade path. Since we
don’t want to come in your way if you already started reviewing
src:symfony 2.3.19, we’d prefer to ask for advice now.
