[pkg-php-pear] Update src:symfony to new upstream release 2.3.21 (was: Re: Version 1.16.2-1 of Twig needs an upload)

As mentioned earlier, I already updated the patches. Additionally I got
the tests working again, but needed to skip the new group
'intl-data' (just like upstream did with their travis builds).

Otherwise the updated package looks okay to me and thus I pushed my
changes to branch master.

Some further note about the new version:
As you already saw. upstream now includes the icu data in symfony/intl.
Those data were previously found in the separate component symfony/icu
(packaged in Debian as php-symfony-icu). This means symfony no longer
depends on symfony/icu and upstream even deprecated it.
If src:symfony 2.3.21+dfsg-1 makes it into jessie, we should think about
dropping php-symfony-icu from it (as said, it is deprecated and
furthermore upstreams states: "You should not directly use this
component. Use it through the API of the Intl component instead.").

I agree with you that it's not nice to ship the icu data provided by
upstream and we should think about some clever stuff to generate them
instead. But this will need time - more than we have for the closing
jessie window.
I wonder why they did such a (rather big) change in a bugfix release for
the 2.3 series anyway. But I think it is really important to bring this
change into jessie, too.
