[pkg-php-pear] Let's reconsider the way Symfony2 Components are packaged for Debian

I think I'm done with d/copyright. Everything is pushed into the git
repo.

A few (non-blocking) things are still open:
- The English in d/control might not be perfect. I wanted to give that
to one of my colleges at work who is a native-speaker, before bothering
debian-l10n-english, but kind of forgot about it. I'll ask him tomorrow.
- I added a patch for SwiftmailerBridge's composer.json, which should be
forwarded upstream. I'll do this the next few days.
- No tests are run, mainly due to two missing build-dependencies [1]. I
vote taking care about enabling tests during build after the package
made it into Debian.
