You’re right, I didn’t thought this one through. If needed, I think the
best would be to break the circle in php-symfony-icu (i.e., explicitly
do not make it depend on php-symfony-intl). Please note that patching
away the php-symfony-icu related test won’t be needed for the DEP-8 ones.

Since php-symfony-icu depend on php-symfony-intl, it will probably be
handled in the NEW queue with symfony, not before.
