Hi team,

I've prepared a new version of php-nesbot-carbon for upload to
unstable. Please review and sponsor it.

I'm adopting this package and will maintain it within the team. The
current maintainer suggested and OK:ed the adoption in #951603 [1].

The repo is found in the team's namespace on Salsa [2].
