[pkg-php-pear] Sponsor for php-swiftmailer

Hi David,

I didn't create the repository under debian.

I created the swifmailer repository under pear project. So the packaging
for swiftmailer is :
git at salsa.debian.org:php-team/pear/php-swiftmailer.git

I double checked and that one is up to date.
