Because OnionShare only needs one or the other but doesn't benefit from both, I 
think the most ideal resolution is
Recommends: tor | torbrowser-launcher
so that tor is first choice, but torbrowser-launcher alone is sufficient too. tor 
won't be installed if torbrowser-launcher already is.

Yes, neither needs to be required in case one might want to use another Tor 
instance, e.g. a client on the LAN having been configured to accept 
connections.
