The onioncircuits autopkgtest seems to fail occasionally, then succeed
when retried. Because the unstable-to-testing migration software now
blocks on regressions in testing, flaky tests, i.e. tests that flip
between passing and failing without changes to the list of installed
packages, can be problematic for the release process. Please either fix
the test to be more robust, or mark this particular test as "flaky" like
