debian/changelog says

onioncircuits (0.5-4) unstable; urgency=medium

  * Make autopkgtest more resilient when circuits are missing.
    Closes: 909275
  * Remove flaky flag for autopkgtest for now.

But it lacks an explanation why the flaky flag was removed.
