I have added the man page, its source and a new distutils command to
regenerate it from the source and the tor-monitor help output:

   python3 setup.py make_man

Requires help2man, see README.

You can pull these changes from my 'manpage' branch on
https://github.com/satta/tor-monitor.git. Just let me know if there is
anything else I can do.
