The package doesn't yet have any documentation on how to use it.
The upstream site has a README.md at
  https://github.com/TingPing/hexchat-otr/blob/master/Readme.md

The site that is forked from has some additional stuff at
  https://github.com/adhux/hexchat-otr
Like README, README.hexchat

Maybe one of those can be included in /usr/share/doc/hexchat-otr
or converted into a manpage?
