Well, if the patch applied cleanly I'd have expected that it resolves 
the problem. Sorry to hear that it doesn't.

1. Do you have an unstable system for testing?
2. Did you try the patch used by the OP [1]? "The two first hunks of 
kex.c should be discarded, as well as the hunk for NEWS, for the patch 
to be applied cleanly in the version in Jessie." Hmm, it is identical to 
our one... ;-(
3. Th submitter used amd64. What arch are you using?

You could try to rebuild the package, that should solve the dep problem. 
Some BD's won't be available in stable (libssl1.0-dev -> libssl-dev, 
that sqlclient-dev thingy, replace it by libmysl...dev).
