Bug#689171: pulseaudio: After boot the volume is always reset to 100%

After a reboot the volume is always rest to 100% even though I rebooted with
the volume on e.g. 50%.
I've tried the vanilla configuration and some customization but without any
result. It worked fine 2 weeks ago.
Then I bought a new computer and reinstalled my system, now it has this volume
problem.

I own a Creative Audigy 2 audio card.
