Hi,
I checked this against PulseAudio v17.0. The bash completion is now
shell-completion/bash/pactl, and it still begins with #!/bin/bash.
Meson installs this file with install_data() into the bash-completion
directory, so it is a sourced completion snippet rather than a standalone
executable.
Attached is a small DEP-3 quilt patch removing the shebang and following
blank line. I tested that the patch applies cleanly to the v17.0 file.
