Mailman supports using topics for a list, with the abilties to set a
topic for "SCM" messages, for instance. Each member may then enable or
disable messages matching that topic. The list administrator must define
the topics.

A second list may of course be an alternative.

By the way, one of my colleagues has made a mailman moderator app for
android, it may be of use.
