I should probably point out that this is a fair bit more complex than 
just one little package, though the puppet-devel Debian team probably 
understands the implications.

Short version is Puppet has its own repo, the relevant packages 
(separated out into the main software and dependencies) are somewhere 
abouts:

http://apt.puppetlabs.com/dists/

But you probably knew that.
