I began reviewing the packages, and noticed 2 problems:

* RSpec tests of ruby-semantic-puppet are failing, due to an external
  bug between RSpec > 3 and Ruby >= 1.9 as it seems
  https://github.com/puppetlabs/semantic_puppet/issues/11

  -> Tests can be disabled until this is fixed (should work fine)

* ruby-minitar (0.5.4) gem="minitar" is required by ruby-puppet-forge
