[Pkg-puppet-devel] Maintain r10k in the pkg-puppet team?

Sounds reasonable.  I (or anyone else who wants to) can add a handful of
DEP-8 autopkgtests to the package to see if it actually works when
installed.

The puppet 4.x gem includes an old version of the semantic gem in
lib/puppet/vendor/semantic, It'll be nice to remove this.
