The versions included in the puppet upstream package were not kept up to
date, and have been moved to new upstream repositories, and there are
even multiple choices for each of them.

* For the emacs puppet mode, we have
  https://github.com/puppetlabs/puppet-syntax-emacs and
  https://github.com/voxpupuli/puppet-mode

* For the vim puppet mode, we have
  https://github.com/puppetlabs/puppet-syntax-vim and
  https://github.com/rodjek/vim-puppet

I'm not sure any of these handle the puppet 4 syntax yet, though.

The packages should be possible to include in stretch from their
upstream repositories, instead of using the version included into the
puppet source.  I'm also tempted to consider using the non-puppetlabs
versions.
