Need help with new dh-raku

Hm, I wonder of something like perl5's "perlapi-5.32.1" might make
this easier? It would still give no free binNMUs for the arch:all
packages, but at least checking for packages depending on e.g.
rakuapi-2021.09 might be easier. (Not sure if this could replace the
">>$current, <<$next" dependenceny or would supplement it).

I've looked at the commits and they look ok.
I also rebuilt dh-raku and then perl6-readline against it and ended up
with
    Depends: libreadline8, rakudo (<< 2021.10), rakudo (>= 2021.09)
which looks expected.

Maybe except that I don't know what the first version of rakudo with
a fixed rakudo-helper.pl will be (not 2021.09, but 2021.09-1 or
2021.xx or …?), and that should probably be the lower bound (if it' a
new upstream release the automatic-lower-bound and the
fixed-rakudo-helper.pl-lower-bound become the same again).
