haskell package have lots of virtual dependencies provided by ghc, so I guess 
depending on rakuapi-2021.09 should work. At least, this is worth a try.

May be this will compel me to package raku 2021.10 with the new rakudo-
helper.pl ;-)

Using raku-api-xx would also solve this problem.
