[request-tracker-maintainers] rt-3.6.1 release and filing ITP

Request Tracker 3.6.1 appears ready to be released, and as far as I can
tell just needs to have the bug number fixed in the closes of the
changelog, if there is going to be an ITP filed for request-tracker3.6.  I
would appreciate it if someone could look over the changes I've committed
to svn, and make sure that I didn't accidentally do something stupid. ;)
