rt-mailgate does use a RPC call to http/https site to submit tickets.
I lost a few time to debug things like:

at least on sarge. I suspect things are not different on etch+.

Please, add a Recommend for required libnet-ssleay-perl and document
that in README.Debian, with a proper trick to debug those sort
of cryptic problems.
