Can't give a detailed review straight away but you might like to compare
it with rt-extension-emailcompletion and it might be appropriate to
standardise on names (especially the binary package name including
a reference to 3.8 - we can alter these extension packages to build for
more major versions of RT later if we want to) so call the source package
rt-extension-authen-externalauth and the binary package
rt3.8-extentsion-authen-externalauth. Also the file paths need tweaking;
it looks like you're installing directly in
/usr/share/request-tracker3.8/lib but for neatness (and so that people
can turn on and off extensions in config) it should be in
/usr/share/request-tracker3.8/plugins/RT-Authen-ExternalAuth/

Yes, once it's been reviewed, uploaded (and added to our team git
repository area) that sounds like a plan.
