[request-tracker-maintainers] Dependency on mysql-client and postgres-client?

Hi,

In order to fix piuparts errors, I've removed the dependencies
on mysql-client-5.0 and postgresql-client-8.3 leaving just
mysql-client and postgresql-client, but does anyone know:

* why we depended on the versions packages at all?
* why we depend on the client packages at all? They're not needed
  for the correct operation of RT or the debian packages scripts as
  far as I know, and the dbconfig-common infrastructure should pull them
  in as needed. We could recommend/suggest them for people wishing to do
  manual maintenance on the database.
