Back when they were originally added in SVN r399 they were

+ sqlite3 | postgresql-client-8.3 | postgresql-client (>= 7.4)
+  | mysql-client-5.0 | mysql-client (>= 4.0.13),

so I suppose there were major transitions ongoing for both and
I wanted to support both versions.

I doubt there's any need for the versioned names anymore.

According to the changelog, this was a workaround for #353617 in
dbconfig-common. The bug is still open; does dbconfig-common really
now pull them in as needed?
