When upgrading from 4.0.5-1~bpo60+1 to 4.0.5-3~bpo60+1, RT sometimes failes
to send E-Mails. There is one case when using an CGI script, which is always
reproducible (see below), neither RTs configuration nor the script have been
modified when the problem arose.

The problem disappears if I roll back these updates:

All other packages are current as of last Friday evening.
RT is running via mod_perl mostly in standard configuration. Just the URL has
been changed from /rt to /. The RT configuration is also largely unchanged
for ages, basically since the update to RT4. Specifically around the time of
the update, there was no change in configuration.
