This was done for stretch (the current stable release); you can see
the bug report about this here:

I'm sorry that this didn't happen in time for jessie, but as this is
no longer the current stable release I don't see this changing. If you
are implementing a new RT system I would encourage you to first upgrade
to stretch. If you need to carry on jessie, you could make an empty
mysql-client package using equivs, but I cannot guarantee that this will
work as it hasn't been tested.
