[request-tracker-maintainers] Rt 4.4.1

Oh I completely agree and it never was I was just trying to get things to work, and they did till 4.4.x when RT_SiteConfig.pm was emptied.  In that case you can not use anything but the default config, since the env won’t load anything at all.

I’m not sure if copying the contents of the .d dir to the .pm like it used to do in 4.2.x will hurt anything but at least it’s working till you have time.
