[request-tracker-maintainers] request-tracker4 for bullseye

We're (me+myworkplace) are heavily using rt4 (we're at ticket #213535),
and I wanted to ask what the plan is for bullseye?

Since I've got no idea of SQL, I've tried to create an rt5 package.
(I think collegues at work now want to run a test).
