Unfortunately there is no dsc file available yet, you'll need to clone
the git repository, and run some other commands:

git clone
https://salsa.debian.org/request-tracker-team/request-tracker4.git
cd request-tracker4
git checkout master-5
gbp buildpackage

To be able to run gbp you need to have the git-buildpackage package
installed.
