[request-tracker-maintainers] intent to orphan some request-tracker related packages

Hi Andrew,

Thank you for maintaining these packages.  Removing him from Uploaders in
Git at this time is okay because he doesn't want it uploaded them right now.
I cancelled my access right application for Salsa RT team, and leave these
packages up to you and team.

I also home he comes back in the future.
