[request-tracker-maintainers] intent to orphan some request-tracker related packages

Hi Dai,

Thank you for getting in touch. These packages have been under our team
maintenance for a while, so no need to orphan them. I have removed KURASHIKI
from Uploaders. I'll wait a little bit to see if there are further changes
to be made before I do the next upload - I only uploaded new releases for 3
of them in the past month.

If he has time again in the future we'd welcome his contributions again.
