[request-tracker-maintainers] Removal of Request Tracker 4 from Trixie

Hey folks,

We don't want RT4 in Trixie. I think it is time to rip the band aid off and
remove it.

On that basis, I'll update all the extensions to drop building RT4 packages
so that we're in a position to request removal of RT4.

I plan on starting this work in a couple of days. Any objections, please
shout out. I'll also take the opportunity to update a couple of extensions
to latest upstream versions.

We should probably also talk to the security team about helping them upgrade
from RT4 to RT5. I don't know if they have any customisations that could
make this harder.
