[Pkg-roundcube-maintainers] Bug#633698: roundcube: README refers to missing INSTALL document

The (no doubt upstream) /usr/share/doc/roundcube/README file shipped with
roundcube directs me to "refer to the INSTALL document in the same directory
as this document," however the INSTALL document is missing.

Not all of the information in the INSTALL document is relevant to a Debian
installation, but much still is (much like the README itself), so I think it
would be worth while to ship that document, either in the roundcube or
roundcube-core package, or to copy the useful information into a
README.Debian file.
