I for one would welcome that new locale :-)

Not convinced by shipping only a single large patch, because AFAICT it'll
only be diff'ing against except for ./program/localization/index.inc, so
it'll harder to read and possibly also maintain/update.

Not fond about the extra orig tarball either because it's just a locale
after all.  We already have a bunch of archives under debian/missing-sources,
with an rule to unpack them at build time.  It's only used for minified
Javascript right now, but I don't see why we couldn't ship a tarball
under debian/missing-sources with your fr_FEM.inc files, and unpack it
at dh_auto_build.  (Plus of course a patch for the index.inc.)
