AFAICT libjs-popper.js is irrelevant, and Roundcube 1.4.2 should work with
Bootstrap 4.3.1.

The problem is that ‘/usr/share/roundcube/skins/elastic/deps/bootstrap.min.css’
and ‘/usr/share/roundcube/skins/elastic/deps/bootstrap.bundle.min.js’
respectively link to ‘/usr/lib/nodejs/bootstrap/dist/css/bootstrap.min.css’ and
‘/usr/lib/nodejs/bootstrap/dist/js/bootstrap.bundle.min.js’.  Roundcube can't
load Buster's libjs-bootstrap4 as these targets were changed in 4.4.1+dfsg1-1,
cf. https://salsa.debian.org/js-team/twitter-bootstrap4/commit/08ebbd5 .

I changed the target to ‘/usr/share/javascript/bootstrap4/css/bootstrap.min.css’
and ‘/usr/share/javascript/bootstrap4/js/bootstrap.bundle.min.js’ respectively.
This can be manually applied as workaround and doesn't require upgrading
libjs-bootstrap4 to >4.3.1+dfsg2-1.
