Works for me in a clean sid chroot.

Your upgrade seems incomplete.

> ii  php-mbstring                    2:7.3+69

Upgrading these or coinstalling the 7.4 versions should help.
mb_internal_encoding() comes from php-mbstring but you need the right
version.
