[Pkg-ruby-extras-maintainers] Common Position on RubyGems

Hi,

I've slightly rewritten the common position on rubygems[1]. My plan is
to seek approval first from pkg-ruby-extras members, then from
debian-ruby members, and then go public with it.

Do you see things to add/change/remove ?
