OK. So let's change our rule to:

  The most recent entry in debian/changelog must be the version changes
  should be committed to. It must not be the version currently in Debian
  (the version currently in Debian most be the entry before).

I don't really care whether it's marked as UNRELEASED or unstable, but,
if I want to convert XS-Vcs-* to Vcs-*, I'd like to be able to do that
without wondering whether the version I'm modifying has been uploaded or
not.
