There seems to be difference in use here.  For me and my sponsorees, if
someone marks it as unstable, it means I have to upload it because it's
ready for unstable.

This is not done automatically?  dh_installman always install
debian/*.{1..6}, no?  Or use debian/manpages to list them?
Somehow, I try to minimize extra rules in debian/rules
