As far as I know, the current policy is correctly documented on the
page:

There are two ways to find the upstream sources:

   1. Using the package’s watch file. This is the preferred method.
   2. Using the pkg-ruby-extras.sources file, described below. This
      should only be used for packages where watch files are not a
      solution.
