Would you consider replacing (or just adding) currnent libpcap-ruby packet
with:
http://rubyforge.org/projects/pcaprub/

It seems that many newer software are using it, such as:
http://sylv1.tuxfamily.org/projects/scruby.html
and:
http://blog.spoofed.org/2008/03/racket-ruby-raw-packet-fun.html

Latest version of ruby-pcap is from 2000-08-13 and it seems it's
not maintained. 
Downside is, pcaprub is LGPL while ruby-pcap is GPL.
