It  seems that is  use by 13  pkg-ruby-extras projects.
After taking a look at one I have update svn repo with a doc-base
file. I hope I do it the right way.

The last problems I see in the package are shlibdeps warnings at building time :
dh_shlibdeps -plibglobalhotkeys-ruby1.8
dpkg-shlibdeps: warning: dependency on libdl.so.2 could be avoided if
"debian/libglobalhotkeys-ruby1.8/usr/lib/ruby/1.8/x86_64-linux/rghk.so"
were not uselessly linked against it (they use none of its symbols).

"debian/libglobalhotkeys-ruby1.8/usr/lib/ruby/1.8/x86_64-linux/rghk.so"

I think it is due to the extconf.rb magic. Should I get rid off these
warnings ? How ?
