/usr/bin/compass does not work out of the box

user at localhost:/~$ /usr/bin/compass
  /usr/lib/ruby/1.8/compass/dependencies.rb:2:in `require': no such file to load -- rubygems (LoadError)

apt-get install'ing rubygems fixes the problem.
