Thanks for reporting this bug and making Ubuntu better.

I get the same error when attempting to run compass on Ubuntu Maverick.
The workaround with installing rubygems works as well. Dependencies for
libcompass-ruby should probably be updated.

  /usr/bin/compass does not work out of the box
