Do shell metacharacters actually cause trouble here?  The comment in

      # NOTE: Bug filed with upstream to allow password from a file.
      rabbitmqctl add_user chef "$amqp_pass"

does not make a lot of sense to me, since quoted parameter expansions
that produce shell metacharacters worked fine already the last time I
checked (not in the context of rabbitmq).
